Mr. Penney earned his B.A. in Philosophy from Brigham Young University (1988) and his J.D. from J. Reuben Clark Law School (1991). He was admitted to the California State Bar in 1992, shortly before founding Penney & Associates in response to growing client demand. Within six months of passing the bar, he was serving as lead trial counsel in a Superior Court personal injury case. Early in his career, he was frequently featured in newspapers and on nightly news programs for his work on significant cases.

He is admitted to practice before the U.S. District Court, Eastern District of California (1992), the Ninth Circuit Court of Appeals (1993), and is a member of the United States Supreme Court Bar. He has successfully litigated cases with issues reaching the California Supreme Court. In addition, he has served as a Settlement Conference Judge (Judge Pro Tem) for the Placer County Superior Court.

Beyond the courtroom, Mr. Penney is the host of Radio Law Talk, a nationally broadcast radio show covering trending legal issues and news on SRN Radio networks. He has also authored numerous articles on personal injury law and has been a member of the California Trial Lawyers Association since 1993.

Under his leadership, Penney & Associates® has expanded to offices across California, including Sacramento, Roseville, Chico, Rocklin, and Irvine, with additional satellite locations in Fairfield, Sunnyvale, Santa Clara, San Francisco, and Southern California.
